Paying the Bills

If you are late making a payment, you will need to go directly to the company in question to settle your account. To avoid late payments, pay them directly or from your account by using automatic payment methods. In order to do the latter, you must choose a bank, open an account and supply the bank with a copy of your bill to ensure that they receive correct information.
Electricity, water, gas and telephone charges are invoiced on monthly basis. Authorized personnel of İSKİ (water) and İGDAŞ (natural gas) visit each house and apartment building and after reading the related counters, immediately prepare an invoice and place it to your post box. Electricity (Tedaş and Bedaş), telephone (Türk Telekom for fixed or Telsim, Turkcell and Aria for mobile) and cable TV (Türk Telekom) invoices are sent to your address every month. Since the payment is charged in advance from your credit card private cable TV companies send the invoice for the amount you have paid in due course.
However some forgers may come to your door introducing
themselves as the authorized personnel and request the payment of the invoice.
Don't forget the payments of all those services are either made to the pay offices
of those companies or via banks.

Please can you help me about the payment of WATER & ELECTRIC bils.
I understood that the ONLY bank thru which you could pay the WATER bills was the VAKIFBANK - but you article says that payment can be made thru lots of banks - Is this only for Istanbul?
Can bills be paid thru other banks in ALANYA in southern Turkey?
Please could you also let me know how I can arrange for the payment to be direct thru the bank BUT for the WATER & ELECTRIC bils to be sent to the address of a friend.
Is this possible?
